Since 1997, Uruguay has had a solid, modern and competitive regulatory framework for seeds, both at a local and international level. This framework has served as a fundamental basis for the development of a sector specializing in seeds of the highest quality. The seeds developed, produced, and marketed by Uruguay meet the highest standards demanded by various markets and adhere to numerous aspects of intellectual property, particularly those established by UPOV.

Uruguay has a reliable seed production system, with all stages of the process meticulously controlled through rigorous certification procedures. Simultaneously, these seeds are monitored through inspection policies and quality control measures conducted by advanced laboratories, enabling rapid decision-making. Many of these tasks and responsibilities are carried out by the National Seed Institute (INASE).

Through INASE, the Uruguayan seed sector guarantees quality status in all aspects of the sector. The private sector, together with INASE and other national institutions, are driving the progress and strengthening Uruguay’s trade links with various trading partners worldwide. 

The entire seed sector, including INASE and its companies, is supported by robust government policies designed to promote the protection of the productive environment. Among the national policies, the Soil Use and Management Plan is particularly noteworthy for addressing erosion issues, along with the Management and Administration Plan for Agricultural Input Containers.
